Convert Epoch Dates to ISO 8601

I have an operator that wants to send my office a monthly activity report.  Problem is his report is apparently generated on a UNIX box and the date format is EPOCH.  I can convert it manually by visiting a 3rd party site, but, that is time consuming, and my shop is VERY small (3 people to track 2,300+ operators and 4,000+ stations.  Does anyone know how to convert it on up load to Access?  Ideally he send us a .CSV or .XLSX file to import.  He has agreed to change his headers to match our current database, but is unwilling or unable to change the date format.

So he is sending you a CSV or XLSX and it uploads just fine, just the date field is EPOCH? If so, you can make your own function to convert the number after you upload. Is the EPOCH date in seconds or milliseconds?

Honestly I am not sure.  Here are some samples from a spreadsheet he sent last year.  I'm just now getting a chance to look at it again as I am rewriting our old database from scratch. I can confirm he sent is in a csv format.

   fromUNIX13Digits = CDbl(uT) / 86400000 + DateSerial(1970, 1, 1)
End Function


Public Function fromUnix10(ts) As Date
    fromUnix10 = DateAdd("s", CDbl(ts), "1/1/1970")
End Function
