I am running windows 2000 and it is becoming more and more obsolete with many of the web sites that I use.  I either need to upgrade to a more current operating system or buy a new computer.  What are the challenges if I were to changeover to Windows 7?  Is that feasible or even a good idea?

Well, I never recommend UPGRADING your operating system. If you're going to move up to Windows 7, your best bet is to install a fresh, new copy - preferably on a new PC.

However, with that said, if the problem you're experiencing is JUST with web sites, then all you really need to do is upgrade your browser. Try the latest version of Firefox. It work under Windows 2000. I still have 3 machines running in my office with Windows 2000 on them. They work fine for me.
