Creating a Key Tracking system

I've been tasked with managing the assignment of keys to our facility. Yay!  I have a finite number of serial-numbered keys and a finite number of staff at any one time.  So keeping a table of 'active' keys and active staff is pretty easy.   What I'd like to do is create a split form, where I open a staff member's record and in the split have a continuous form that allows me to track which key(s) have been issued to that person, with check-out and check-in dates.  That I can manage.  What I'm hoping to do is to ensure that I don't accidentally issue the same key to multiple people.  
Does anyone have any tips or examples that I can reverse-engineer that ensure that a key that is currently issued to PersonA is unavailable to issue to anyone else until it is checked back in?
Once I get that done, I should be able to figure out how to do the same in reverse, by opening up a key's record and seeing the history of who it was checked out/in to.

I might have been too quick to post a question... I think I have a way to do this.. but please, any critique, suggestions or examples, please bring them on!

I'm going to build two tables, one for people, one for keys.  Then I'll build a query against the keys table to calculate availability, based on no check out records, or no checkouts without a corresponding check in. (to cover for never issued vs issued and returned).  Then in the form for managing the issuing of keys, I will have the key dropdown either filter for available, or list the status of each key so I can clearly see which are available.   I'll try this tonight and update my post.

One more item.  A hand recipt.  Have them provide a signature on a document saying they got the key for the record.  If you are managing the key inventory this will help if you are doing it every 6mo or every year.  Also when departing they will have to process out and give the keys back the hand reciprt will be a quick and easy way to collect them and you can deal with the database at your pace.

Juan - Great advice, thanks, I'll build in a button and report to print out the specifics and keep them in a binder.
