Recycling in the computer sense really implies that it's broken to bits and the bits are reused, right? "It's gone for good." Thanks, Jerry

Not really. When you put something into the Recycle Bin it's just marked as "deleted" in the OS, but the file is really still there. It's not gone FOR GOOD until you empty the Recycle Bin. Even then it's still technically there until another file overwrites it. Windows cannot SECURELY delete a file without additional utilities. Skilled hackers / FBI guys can still retrieve the files.
