Richard, that is out and out theft..Theft in both the States and Canada are serious offences and can be legally prosecuted.  If a person steals a movie or song, they can be prosecuted, and I think this is the same thing.  Utube can give information to the police ( once the theft has been reported to them) to find the responsible person and you can then proceed legally.  I believe you will take the right actions to stop this violations and I also thank you for the trust you give your clients in your videos, and oddly enough feel that it is still pretty good in all the clients who have your videos,, it is only one dirt bag who broke the rules and stole from you..Sending you much support in all ways possible.
