Yes, you can - but you'll generally need third party software to do it. You can't just easily create your own font with the tools that Windows and Office give you. If you run a Google search on "create font" you'll find lots of articles and software on creating fonts. I haven't made my own fonts in YEARS (since the early 90s) so I really don't know what the best app for this is now.
