Yes! I have watched your tutorial re: Bulk Email Access 329. But would it be possible to send the bulk email through your web browser.

Yes, as I said previously... you'd have to set up a page on your web site to be able to send it through your own web server. Sending it through a web service like Gmail or Yahoo would be VERY difficult.
