Personally, I use FFMPEG for a few different things with VBA. For example, when I post my videos to the website, I take a full-size screen shot of the title slide and then click one button an FFMPEG can scale it down to 600w for me.
FFMPEG is primarily a video tool, but it also does great stuff with still images too, and it's all command-line so you can control it from VBA or PowerShell or a BAT file, or whatever you want.
