It's too late, the cat's out of the bag. Imagine this fun scenario. Your database requires a birthdate to be consistent and down to the minute on the birth certificate (for recording purposes). Someone decides it should be in UTC. Now you have to figure out where someone was born, their time zone (which has been known to change) and if there was DST on the day they were born. Aggghhhh!
