Before signing up for courses, I want to purchase upgraded computer equipment to develop good Access database apps. Is it advised to get a pc that runs Win 11 64 bit?

Yes is the simple answer.
You don't want to buy Windows 10 as the support for Windows 10 will stop shortly.
Also, you do not want to get a 32-bit computer when most software going forward will be 64-bit.
