My information is on two tabs in the same workbook. I want information to populate a cell on tab 2 if two agreements are true. ie. O26 on tab 2 is in column H on tab 1 and G26 on tab 2 is in column I on tab 1, if true, enter the information in Cell D from tab 2 where both agreements have been met. I have Excel 2003.

I would try VLOOKUP. You could look up the value to see if it's in another column. That plus an IF function, and you should be OK. Here's a VLOOKUP tutorial for you:
