Would like to customize the Help Panel to the right of an Access database form when every you type in Help or Video Help in the Search box. I notice that a standard set of MS Access help topics will be shown, but I want to create my own custom set of links and videos and have them appear with a special search term. If these are web-links fine, but I need to know how to change the help system user interface.

In the form properties there are Help File and Help Context ID, you can create your own help file. You'll have to do some research on that and see if it's feasible for you.
A lot simpler option would be to make your own form, build it to behave similar to the help window, teach your users how to access t hat help window and use that.
