I have an old version of a data base that we created in windows 98. Its for a taxi company to track their debits, credits, account vouchers and fees. I am trying to get one created for the newer access and not having any luck. Can someone please help me. I don't really know much about access, but want to learn how to create this type of database.

If you're looking to pay somebody to build this for you, you should contact somebody on the DevNet
If you're looking to learn how to do it, you're in the right place. Get some lessons and start learning :). Start from beginner 1 and work your way up. You'll probably have a decent grip on the basics of what you need to do by early/mid expert. Also look into the Membership Types you'll probably find a better deal. The tech help membership is incredibly cost effective with a huge library of videos. I would finish at least the beginner courses before you go into those though or you might not understand some of the simple stuff.
