I am looking for a excel formula.  This deals with hours and minutes.  Lets say a schedule pick up time is 7:30 am (Cell A) but actual pick up time is recorded as 7:35 am (Cell B)  I need to know if the actual pick up time is within an + or - 10 minute window that we'll call "on time" (Cell C).  If out side of the on time window then record as "not on time" (Cell C).  

Then I need to know if "on time" is 95% of total trips.

Well, if you have 7:30 in A1, and 7:35 in B1, then you could put this in C1:

=ABS(A1-B1)

This will give you the ABSOLUTE VALUE of A1 minus B1 (to get rid of any negative values).

Now, just get the MINUTE value from the remaining time in C1:

=MINUTE(C1)

You should now be left with the number 5, in this case. Now the rest is just simple math. Add up the total number of items and then divide by the number that is less than or equal to 10. You can use the COUNTIF formula to get this value. Here's a tutorial:

You can use the SUMIF and COUNTIF functions to add up or count values based on specific criteria, respectively.
