Excel Table for a CoWorker

My co-worker has a task where she tracks Clothing Allowance by Employee in an Excel Spreadsheet. She has asked me if there is a way to set it up so she doesn't have to mess with the formulas and formatting every time she needs to add an employee on it as one of our locations has a high turnover rate. We list the employees on it in Alphabetical Order by their Last Name, First Name.  So the 3 rows needed for each employee are not necessarily added at the end.  Or they could be added at the end if there is a way to use Sort or something like that to move it where it needs to go.  I'm not familiar enough with Excel when using multiple rows that need to stay together.  Is there someone who could point me to the correct free videos to watch or could walk me through setting this up?  And I'm open to creating a completely brand new file, working with things I've never done before, etc.  I just want to make her a file that will work smoothly for her.

Conditional formatting should work.

Cell Value -- Not Equal To -- ""
Excel will convert the "" to =""""""

When you enter a value and leave the cell it should get the whatever format you set.
