Housie, Aussie Version, VBA Code Needed.

I admit defeat in trying to write VBA code for producing "Housie" game cards. Yes, I know you can buy them cheap, but for various reasons, including compliance with State Gaming Legislation requirements for record keeping (even though it is for "Not For Profit" retirement village use only). I have tried many different ideas utilizing looping, arrays, Select queries, Update queries, and Append queries, but I just can't seem to obtain a Code set that delivers 100% all of the time without resorting to the use of Code which could under unlikely circumstances result in an endless loop. The requirements are simple enough, but I searched the internet and found Code which complies to other game version's requirements, but I have not been able to find Code which works for this set of requirements, namely-
1. Cards have marked squares 3 Rows deep by 9 Columns wide per Card (3x9=27 squares).
2. 6 Cards played per Game.
3. 90 Numbers are allocated randomly to the 6 Card set (1-to-90).
4. 15 Numbers on each Card.
5. 5 Numbers per Row randomly placed. BUT every Column must contain at least 1 Number.
6. All 90 Numbers are allocated to the Card set.
7. Numbers are not repeated.
8. The 90 Numbers are allocated to Columns as follows-
Column1, 1 through 9 (9 numbers).
Column2, 10 through 19 (10 numbers).
Column3, 20 through 29 (10 numbers).
Column4, 30 through 39 (10 numbers).
Column4, 40 through 49 (10 numbers).
Column4, 50 through 59 (10 numbers).
Column4, 60 through 69 (10 numbers).
Column4, 70 through 79 (10 numbers).
Column4, 80 through 90 (11 numbers).
9. The Column's numbers are sorted ascending from top Row to bottom Row.
10. Columns can randomly contain 1 Number, 2 Numbers, or 3 Numbers. When a Column has less than 3 Numbers, the Row position for those Numbers is random. BUT every Column must have at least 1 Number.

A good "rainy day" project for any keen Access tragics like myself. It's good fun up until the brick wall is hit, and then it hurts.
