It does answer my question; I had put year values (2013) in my BudgetT prior to posting the topic, so you gave clarification. The values from my PurcahseOrderDetailsT represent my (-) values from my Budget.

For example:
BudgetT: BudgetID, BudgetName, PhysicalYear
1, ShippingHandling, 2013
2, OfficeSupplies, 2013
etc.

PurchaseOrderDetailsT: PODID, PONumber, Description, fk_BudgetID, etc.
1, 200001, Fedex Shipping, 1, ..
2, 200002, Fedex Shipping, 1, .
3, 200003, OfficeMax, 2,

And there are additional tables. After each purchase order, the amount is subtracted from the budget to giving a running total per category.

On my main form, I created a dashboard that has a quick link subform, status pending subform, and a report built into the form. The purpose of the report is to give a snap shot of the total budget, running estimate, and a true total used. With this report, when I begin (2014) physical year, how do I limit the criteria to represent 2014 instead of 2013 on the fly, especially if I am not here. I know you are not a fan of reports on the main page, but because of higher powers, I was forced to put the report here. Considering I have the PhysicalYear in the BudgetT, and a query feeding the report, what would be a solution other than removing the report :-)

You want to "limit the criteria" to 2014. Do you mean you want to force people to only look at 2014 data?

And what do you mean by "reports on the main page?" Are you talking about your subFORMS? If so, I don't see any problem with that.
