Shrink Subform and Resize Page Header Section

I have an invoice report with a 'bill to' section in the Page Header Section. When the subform is null I would like to shrink the subform to zero, and set it to not visible. I would also like to resize the Page Header Section. I'm able to make the subform not visible but I can't seem to figure out how to resize the page header section to get rid of all of the white space. Thanks.

I'm trying to shrink the whitespace between the two red lines in my first image. I added a frame around my subform just so i can see if it's shrinking or not, and it's not.
