While in design view, do you see the Group, Sort, and Total pane at the bottom?  If not, while in design view, right-click on the report and select Sorting and Grouping. In the Group, Sort, and Total pane that opens in the bottom, add a new group.

This means you have a grouping level in your report. In design view, this shows at the bottom of the design window to make changes. If you're not seeing it, that means you turned off the "Group & Sort" options.

To turn them back on, in design view, on the ribbon, make sure you are in the "Report Design" tab, and in the "Grouping & Totals" section, click "Group & Sort".
