Is there a way to have my database use overlapping windows by default but still allow some to be tabbed?

No, not in the built-in sense. Tabbed Documents vs Overlapping Windows is a database-level setting and applies to all normal forms. You can't have some regular forms open as tabs and others as overlapping windows when the database is set to Overlapping. The closest workaround is to build your own "tabbed" experience using a navigation form, a tab control, or the subform switch technique where you swap the subform control's SourceObject. If you want the real Access document tabs across the top, you'll need to switch the database to Tabbed Documents, and then you can still use popup/modal forms for windows that should float.
