Importing Tables

'm about to start working on an Access Database. As per proper design, I will not store like data in multiple tables. Rather, I will make a separate table and utilize the primary key/foreign key with relationships. However, I have a co-worker that insists on just using tables. As most of the fields in my tables will just be numbers, giving him access to my tables (which would be a poor practice) is not practical for him.  Is there a way that I can have some separate tables just for him and then have him import his tables into my tables?  I know I could easily do this with a continuous form, but he refuses to use forms.

I had a scenario such as this a while back  

While its not considered best practice, I basically created a set of duplicate tables and created datasheet forms for the group that refused to use forms. They didn't realize they were actually using forms but I was still able to maintain some form level validations.

Then I set up some import code that could pull data into main tables and flag any concerning input.
