customer identity

Hi Richard
Can you please help me if you will understand my problem?
I have a Database with the customer information as follows
1. Customer Identity number with 13 digit
2. Customer Surname
3. Customer Name
4. Customer Gender
This is the Identity number of the customer if is the Female and must be typed on the customer Identity field

ID FOR A FEMALE  560909 0623 089

Y M D Gender Code if Female the number must start with  any number from 0 to 4 Residential Code must start with any number from 0 to 1 and second digit must be only 8
      
5 6 0 9 0 9 0 8 6 3 0 8 9

This is the Identity number of the customer if is the Female and must be typed on the customer Identity field

Y M D Gender Code if Male the number must start with  any number from 5 to 9 Residential Code must start with any number from 0 to 1 and second digit must be only 8
      
5 6 0 9 0 9 5 8 6 3 0 8 9

You can see Identity number is the same on date of birth but differ on the Gender code
Most of the time a user will type incorrect year or month or date also type incorrect gender code if:-
1 The customer is a  FEMALE  then the gender should Start with either 0 or 1 or 2 or 3 or 4 but not 5 and that number appear on the identification of the customer. Also the residential code must  start with 0 or 1 only and second digit must be 8 only
2 The customer is a  MALE  then the gender should Start with either 5 or 6 or 7 or 8 or 9 but not 0 and that number appear on the identification of the customer. Also the residential code must  start with 0 or 1 only and second digit must be 8 only
