As far as I know, you can’t stop users from deleting forms from the Navigation Pane (unless you turn the Navigation Pane off, he covers this in the Simple Security video).

In the Security Seminar, Rick does show how to prevent end users (who are not Admins or Managers) from being able to delete records using a form.
