Richard, The type of rules engine I am discussing has more to do with creating tables with rules of how other software should use the rules stored in an access database. I have something close to 30 SQL databases and I am creating a rules repostory to keep all of the business rules in one place without having duplicate rules in the databse. Currently all of the business rules are being written in excel spreadsheets  and there is version controls etc. I was looking for a sample DB to get started as I did not want to start from the beginning. Some og those 30 SQL databases will need to comsume the same rule and I am sure my IT folks will do a great job in the end. However, from the business side we are working with spreadsheets and I want to move to a database.
