After a couple of hours on the phone I progressed to their business side of the house offering to get a tech call me during business hours at a minimum charge of $390.

Prior to that a repair of the software failed to fix the issue.

At this point I'm considering just installing Access 2013.

That seems rather excessive seeing as it appears to be a fault on their end.
Have you tried on the MS Forums?
I still need to upgrade myself so can't test atm.
