The Switchboard Manager is still in Access 2010, it is just not on the Ribbon.  With that said I actually just solved my problem.  Talk about stupid, I will let you know the problem.  Let me state first off that this was a huge OPERATOR Error.  I was working  on an OLD database which had the switchboard manager.  As such I added the SB Manager button to my  Quick Access Toolbar, since I needed to make some changes to the menu and that was the easiest way to do it.   My eyes are not that good so I was clicking on it when I wanted to switch from design view to form view, which is what I thought the icon was.  I just happen to slow down enough to see the popup that tells you what the icon is for.  I have now removed the SBManager icon from Quick Access Toolbar since I no longer am working on the one database that was using it.

Thanks for letting us know Ida, I know Rich was never a massive fan of the Switchboard and custom Forms have much more control.
