I just had a discussion with another user about this a few days ago. I don't believe there's any way to change that. It's something having to do with your Access version, and I can't figure out exactly what the criteria are. I know some versions left-align it, others center it. Mine centers it. I've technically got Office 2016 with a MS 365 subscription, so it has all of the functionality of Office 2019. What version do you have? I spent about an hour Googling this and couldn't figure it out.

Microsoft made it confusion with this new version numbering. I'm going to actually be making a TechHelp video on it. Someone else asked me about it recently too. Basically if you have a "Microsoft 365" subscription then you have the latest features automatically as long as you perform the updates when prompted. "Office 2016" and "Office 2019" are the retail versions. You'll get bug fixes and patches but no new features. You can see what you have on the splash screen when your Office app starts up, or at File > Account.
