If the user needs read/write access to the file in the file system permissions, what is the easiest way to give some users read-only access?  I have found that if you give them read/write to the folder that the database is in, then read only on the file itself, this seems to work, but is a bit complicated to set up.  Or I could do a separate front end and lock down the forms in that.  Do you have an easier idea?

In order to properly use the database - even to read records - the user needs to have read/write permissions to the folder that the database is in (so Access can create the LDB file) and really should have read/write permissions on the database file itself. I know this isn't very secure, but that's one of the problems with Access - security isn't great. I would create a separate front end (always do this when you have more than a handful of records) and create an MDE (encrypted) file so that your users can't mess with your form/report design. Just make sure to perform NIGHTLY backups on your back-end tables JUST IN CASE one of your users decides to be a dummy and tries to delete the file.
