Is there a way to sum the values of column B based on the unique values of column B
  A   B
8312 10
8312 10
8312 10
8311 10
8311 10

Total 20 not 50

Aggregate query. Group on A, sum B.

You will probably have to Aggregate FIRST, then make a 2nd query to Sum.
