I believe that is a Windows Setting.
Go to your Regional Settings and change from Metric to U.S.

The ruler settings are controlled by your system settings in Windows.  They can't be changed for just Access.

If you still would like to do that press the Windows key (or click on the Windows Icon in the lower left corner) and just start typing "measurements"
An option to "Change the Way Measurements Appear" will come up. Click that.

Choose Additional Settings button at the bottom and then scroll down to Measurement System.  Change it from metric to US.
