Are there or could there be any benefits to using Access to build a form to act as a web browser?
Thank you!

Why try and reinvent the wheel?
Short answer is no.

Rich has done this in some old lessons and parsed data from the page

Depends what reason you need a browser in the your db?

I was just wondering. stumbled upon a video of a guy who did one, and my first thought was "WHY"?

This can be used for web scraping, for example. Browse to a page and the click a button in Access to pull in the data. Helpful if behind a logon form and you can't easily automate it.

I work for a Council and live on a small island. I have set up a form for the benefit of new workers to open up a map and see all the roads, reserves and areas that we work with. It has also helped me to zoom in and determine what is on the ground.

Would I use this as a web browser...No. I only had one aim and objective and that was to allow the user to open the form, view what they have to without having to jump between a browser and the areas listed in my database, that is about it. Works well for that, but that is as far as took it.
Access will not replace the power of the web browser.

Nor should it. :)
