I have a VB project that has an Access MDB as a back end.  I used Access 7 to produce a report from the mdb.  I want to distribute this report as a stand alone executable.  How can I accomplish that?

If the report is static (not changing) you can print it to a PDF file and just distribute that. If you want the ability to have the user actually RUN this report based on their data, then you'll have to come up with a different solution. I would recommend converting your VB program to a straight Access database and then get the free Access Developer Extensions from Microsoft.
