You have the Windows system font size set too large.  That setting is in Start button -> Settings -> Ease of Access -> Make Text Bigger.  If you slide the text size bigger, that's what you see in Access, because Access doesn't adjust the height of the record selector properly.  A better way to enlarge overall text size is in Windows Display Settings.  Right-click on a blank area on the Windows desktop, select Display Settings.  Under "Scale and Layout", select the percentage scale.  This scale will affect everything displayed within any applications, including the height of the record selector in Access.
