Sure it's possible.  Almost always, for really complex imports, I import to a temporary table, then set up a query to exclude the records you don't want.  
Once you're sure of the results, turn that query into your append query and bring the data into your main table.

You could do it in one step but I like the control over not messing up my good data.

Yes you can import ranges using the range parameter of docmd.transferspreadsheet
