You may consider using Power Apps to control Power Automate in that fashion.  Since you're already on the Power platform, that should be simple to do.  I doubt any of the Power tools would allow outside apps to control it due to security risk.

You'll be able to use their API but getting it to authenticate from MS Access hasn't been covered here, yet.
