I have Application.FollowHyperlink PictureLocation, where the PictureLocation is the location of the file to open.

It works fine on a Windows 10 pc to open the file. But on a Windows 11 pc I'm getting error message:
"Runtime Error 65535"
An unexpected Error has occurred

Cannot figure this out

That video only shows browsing and storing the link. The application.hyperlink is working to open any type of file, Excel, Word, etc. This client will not open a pdf file as acrobat is not the default file.
