DMax in a query

I have what I think is a strange Access 2019 function that works sometimes.  I've trued to isolate the failure but nothing fixes it.

The function is Criteria in a query.  DMax.    

SELECT NSTSB1_.ID, NSTSB1_.DateC, NSTSB1_.AccNum, NSTSB1_.RunningBalance, [TempVars]![USRate]*[RunningBalance] AS USBal, [TempVars]![USRate]*1 AS USRate
FROM NSTSB1_
WHERE (((NSTSB1_.RunningBalance)=DMax("[RunningBalance]","NSTSB1_")) AND ((Year([DateC]))=Year(Date())-1))
ORDER BY NSTSB1_.DateC;

This exact query works with other tables and other reports.  This query return blanks in in all fields.  

I've used the query in different table same structure and it works.  I've used it in different reports same structure.  Each works.  But with this one table it does not.  But the DMin version works.

I'm am lost on this one.  Any Ideas?

You use DMax() without a criteria, and that means it will return a *table-wide* max, and will ignore any dating info in your table.  If the table-wide max is not from last year, that is why your query returns nothing.  DMin() works for you because the table-wide minimum happens to be from last year.
