Running Total and Update Budget

Im at that stage where I am looking to further develop my reports by creating successful queries. I have read other post about running totals and watched a few youtube videos but Im still having trouble creating a running totals  yearly budget. It was a lot easier in excel!

At the start of the year, [tblOCC] will receive a starting budget. Id like to run a report that groups the column [VerySimple] (it has values of 23, 25, 26, 31, other, and Fuel) together and add the budgets together of those values to make a complete budget. Id like to omit [fuel] and the [other] category on this report.
In the end, the starting budget report would look like this except what is inside ():
OCC Budget
23  $500.00  (one value)
25  $9100.00  (3 values: 1200+7400+500)
26 - $31140.00  (ten values)
31 - $2000.00 (one value)
Total OCC Budget: $45740.00

Then I want to add purchases in and remove that amount from the budget, giving an updated budget report. Do you have any videos or trainings or suggestions on making this work?

I'm sure the techniques I've covered in my lessons would allow you to build something like this. I'd use subforms, header/footer functions, and some domain functions (DSUM most likely). This would make a cool mini seminar. I'll add it to my list.
