Using the "Insert Chart" tool on a form to graph this sample data.

Jan   .54
Feb   .20
Mar   .26

Cannot get the graph to show percentages.  MS Graph is worthless in Office 365 as Microsoft seems to have left it to the wayside, so MS Graph is not an option.

To replicate the issue, build a table with the above and you will see the issue.

I am assuming you are using Modern Charts. What type of Chart are you using? I added a Column Chart and got percentages easily. The option you are looking for is on the Property Sheet not the Chart Settings pane. Go to the Property Sheet and on the Format tab select Percent in the Primary Values Axis Format.
