Richard,

I found the answer to this question in the uk somewhere, even though we have a voracious baracuda installation which does its best to limit the spread of knowledge.  Here is a clip of what i found and seems to do the trick.  No changes to the my code was required.

Access 2007 comes defaulted to display all forms as "Tabbed Documents" which causes them to appear as full screen, even in design mode.

Try this:
Click on the "Office Button" (the round button at the upper left of the Access 2007 window). Then click on the "Access Options" button at the lower right of that window. In the "Access Options" dialog box, click on the "Current Database" option on the left side. Look for the "Document Window options" and click to select the "Overlapping Windows" option.

I think this is your issue.
