You need to remove The EmployeeID from the VehicleT. Also Remove the VehicleID from the EmployeeT.

@Chris I'm just curious, what is your source data for the personal use on each vehicle? Or are you just estimating based on a percentage. If one employee commutes 5 miles and another 30 in the same vehicle, how will you determine the personal use? Can employees use a vehicle for personal use other than commuting?

@Thomas the personal use is mainly for the Owners of the company.  The other employees are not allowed to use company vehicles for personal use.  The percentage rate is just an educated guess, no real hard data points.
