Some years ago I got fed up with the double double quotes thing so I wrote a function called Wrap. This takes 1 argument for the thing to be wrapped and an optional one to determine what wrap character to use. The default is double quotes.
However, to make it clear when writing the call to the function I use an enum so that this prompts for a wrap character. Here is my enum:
Public Enum WrapOption
    SingleQuotes = 1
    DoubleQuotes
    DateCharacters
    FieldCharacters
    Parentheses
    LikeString
End Enum
This is so much easier to use than all those quotes.
