Another way to change views in Access is using the icons in the bottom right corner of the Access window. These are there for every object and will always show all views that you allow for that object. For example, if you've disabled form view for all forms or a given form, it won't show form view as available.

The only time they may not work as intended is if you have a form opened as a popup form. Since popup forms are kind of like Access objects that are having an "out-of-body" experience, those buttons, if shown, will apply to a different object even if the popup form has focus.
