Need help to develop a feature

I require the following. I would like to enter last name, first name , City
I would like to see all on me database that match display First, last, Company, email, city.
Next I can choose any one and need to open their record to edit, if I pick no one Then open a new record and populate the fields I entered and proceed to with filing the fields that are blank.
I am willing to pay a reasonable amount to achieve the above
