How do you determine the quarter for FY that starts in October?

You could just code it with VBA,
If DatePart("m", Date) >= 10 Then
MsgBox "Quarter1"
ElseIf DatePart("m", Date) >= 7 And DatePart("m", Date) < 10 Then
MsgBox "Quarter4"
ElseIf DatePart("m", Date) >= 4 And DatePart("m", Date) < 7 Then
MsgBox "Quarter3"
ElseIf DatePart("m", Date) >= 1 And DatePart("m", Date) < 4 Then
MsgBox "Quarter2"
End If
Yea I'd suggest the seminar if you are going to be needing to use the results, to use mine you'd have to expand on that VBA which is probably past your current knowledge.
