Nope. Access has behaved this way forever. If you click on a control, go COPY, PASTE, then it should paste below or next to the original control. If you go COPY - click somewhere else - PASTE, then it goes into the upper-left corner. I was actually going to make a Fast Tip about this because people ask me about it all the time. :)

Well... you will be famous at 9am when the video is released on the website. LOL :)

After you copy a control, if you click something else, then AGAIN click the control you just copied, you can still paste a new control right below it.  In fact, if you click any control, you can paste whatever you copied right below it.  

But one thing isn't saved: how far down you want the new control to be pasted.  If you want to paste the new control at half an inch below the first control, you have to first paste a new control, drag it down to where you want to be, then keep pasting.  But if you click something else, Access doesn't remember that distance; the next time you paste something it will be at the default distance again.
