Control Button Problems

I am having trouble in Expert Level 22 lesson 3. I don't get the wizard to design the button, which I didn't think was a problem anyway since I wasn't going to use it. But when I click on build in the properties of the button I don't get a choice on which builder to use. I go straight to the VBA builder. I don't know how to solve this. Is there a setting I have changed somewhere that I can can back?

It sounds like you have them turned off.
Go to File > Options
Click on Object Designers
Scroll down to the Form / Report design view section.
Turn off the "Always use event procedure".

That turns on and off for the Builder prompt.

The Wizard On / Off is in the ribbon while you are in design mode.  See photo below.

The builder choice is now there but the wizard doesn't work in design view while my subform is in my parent form. I have to design view the subform only while it is the only one open, then wizard works. Is this normal?

Honestly you are better off designing your sub form on it's own any way.

However I'm not quite sure why it is working one place but not the other. Maybe one of the other guys might know.

Yeah, the wizard won't work on the subform on the parent form because technically that form isn't open. It's only being displayed in the Subform control. For the wizard to work, like Scott said, open the form from the Navigation Pane.
