First open the Form properties and click on the Event tab.
Set Key Preview to Yes.

In the KeyDown event:

If Allow Additions is Yes:
Private Sub Form_KeyDown(KeyCode As Integer, Shift As Integer)

    If KeyCode = vbKeyReturn Then
        If Me.NewRecord Then
            DoCmd.GoToRecord , , acFirst
        Else
            DoCmd.GoToRecord , , acNext
        End If
    End If

End Sub

If Allow Additions is No:
Private Sub Form_KeyDown(KeyCode As Integer, Shift As Integer)

    If KeyCode = vbKeyReturn Then
        If Me.CurrentRecord <> Me.Recordset.RecordCount Then
            DoCmd.GoToRecord , , acNext
        Else
            DoCmd.GoToRecord , , acFirst
        End If
    End If

End Sub

You can use datasheet, which lets you move up and down normally.  I know many people prefer a continuous form, but use it only if it gives you a distinct advantage.  If you use it just to create the same grid-like layout as a datasheet, you may as well use datasheet.  Use continuous form when your layout can only be done with a continuous form, such as the picture below.
