Why is that when I copy & paste with mouse or with keyboard shortcuts, the paste is ALWAYS placed in the top left corner of my design view?

Copy a control, then click another control, then paste, and it will be pasted under that control. If no control is selected, it is assumed you want to paste it on the detail section (or header or footer, whichever you clicked on last), and that is why it is pasted on the top left of the section.
