need paid help with project

I have a project which I been working on for about 13 months.  It involves 6 fields.  One field is to track passwords and websites.  

My requirements:
1. A SPLASH screen.  Turned off ribbon and pane.
2. Registration with code generated and ability to return a code and notify user that there software is registered.
3. Continuous form is set up.
4. Three buttons need to be set up.  Add a record, Edit a record and a key to archive inactive records.
5. I need to encrypt all fields and decrypt all fields
6.  I have a password screen setup.  It needs to be tied in to the software.

if you can bid on what it would cost.  I will in turn provide the money thru the tip jar.  I hold the copyright since I am paying to finish the software.  You must agree to keep the software confidential.  I will not deal with anyone unless they are recommended by Richard.   Outsiders that are not on his list.  I will not deal with.

This is a continuation of my interest in hiring a programmer.  My big issue is that if I use the wizard for the add a record, edit record and archive (not delete inactive records).  The form I use for edit and archive records.  The screen comes up and has a blank number.  It wants to add a record.  even through I want to edit the record.  I used VBA code and I get errors.  We will have to have a informal contract.  I expect there to be cost overruns as to the cost.  It must be reasonable.
